opendnssec's debian/control has:

Pre-Depends: ${misc:Pre-Depends}
Depends: libldns1 (>= 1.6.12~),
opendnssec-common (= ${source:Version}),
${misc:Depends},
${shlibs:Depends}
This results in opendnssec-signer dependending on both libldns1 and libldns2
after the last ldns soname bump. Please drop libldns1 from the depends field.
