[Pkg-dns-devel] Bug#865302: opendnssec and Sqlite: fails to upgrade from 'jessie'

After updating from jessie I need to run the database upgrade script for Sqlite. But the script fails, because it converts data from version 1.4.8 and newer only, but jessie comes with version 1.4.6
