[Pkg-dns-devel] outdated vcs 1:9.10.3.dfsg.P4-12.3+deb9u3

Hi,

the repository didn't follow the usual git-buildpackage conventions,
so I didn't merged the jessie and stretch security updates at the time
that was needed.

I merged stretch and jessie versions into:

master-{stretch,jessie} and upstream-{stretch,jessie} + pristine-tar +
tags
