Thanks for the fast fix.  There is one remaining problem, though: when
upgrading from 1:9.11.2+dfsg-7 to 1:9.11.2+dfsg-10, the bogus conffile
/etc/network/if-up.d/bind9/bind9 was left on the system and the correct
one obviously could not be unpacked over a directory, so dpkg left it as
/etc/network/if-up.d/bind9.dpkg-new.

I am going to clean up this mess now, but it would be nice to have a
preinst snippet which removes the spurious file and the
/etc/network/if-up.d/bind9/ directory so that the correct conffile can
be reinstated.  People who have modified it will lose their changes
though - that seems to be a bug in dpkg which silently overwrote a
conffile with a directory.
