[Pkg-dns-devel] moved knot-resolver to salsa

hey folks--

i just packaged knot-resolver 1.5.1-2 to fix #887572, and in the course
of doing so moved the Vcs from alioth to
https://salsa.debian.org/dns-team/knot-resolver

hope that was the right thing to do!  please let me know if you think
there was something i could do better on this sort of transition.
