   * What led up to the situation?

After resetting the permissions of /var/run/bind to group bind and g+w,
it seems to be running fine, but I am unsure how the group and group permssions
of the /var/run/bind directory could have been incorrect, as it had 
been running fine with various updates for some years (ie no permission errors
reported).

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   * What was the outcome of this action?
   * What outcome did you expect instead?
