[Pkg-doc-linux-devel] Should Consultants-HOWTO be non-free

Consultants-HOWTO, authored by Joshua Drake, is in the doc-linux-html
(free) copyright file, under the default LINUX DOCUMENTATION PROJECT
LICENSE (i.e. LDPL-2.0).  However, the "License and Copyright"shows
Open Publication License.

This is from the Consultants-HOWTO:
Chapter 1. License and Copyright
Copyright (c) 2002 by Command Prompt, Inc.. This material may be
distributed only subject to the terms and conditions set forth in
the Open Publication License, v1.0 or later (the latest version is
presently available at http://www.opencontent.org/openpub/).

The Consultants-HOWTO isn't distributed as a document, just a link to:

Additionally, it is a large list of Names and addresses that hasn't been
updated since (v8,0) November 2002.  I wonder how useful it is?

I guess the document should be moved to non-free, but what will we do as
some of these documents get older and older?  Don't they have a potential
of reflecting badly on the Debian project?  After sarge, maybe we should
discuss removing some of them.
