$ linklint -root . -orphan -warn ... /@
in a random HOWTO's directory gives ...
  Index of Linklint results for /usr/share/doc/HOWTO/en-html/Secure-Programs-HOWTO
  orphan.html: -----   1 orphan
 errorAX.html: ERROR   7 missing named anchors (cross referenced)
etc. So you might want to try running it here and on the other HOWTOs.
(I didn't try the HTML validator as an additional possible test.)
