Hmmm, I'm not sure whether I like that idea of packaging modules at all.
There's drush which is really a nice tool to keep the modules uptodate and
install new ones. 
Additionally it might be problematic to install additional modules
systemwide like under sites/all/... for my multi-site setup I choose to have
not all installed modules available to all sites, but just symlinking when
needed. 
Same is valid for themes, I guess. 

There's already a decent tool named drush to handle these issues. Advocating
the usage of this tool would be better than uploading all of the modules,
which causes extra work load.
