html file are not *configuration* files. We could put them in /usr/share,
or maybe somewehere in /var but not in /etc/, IMHO.
The directory where html templates are could be configured into
/etc/dspam/configure.pl (i propose to rename it to 'webfrontend.conf',
patch ready). So if someone want to change these files, he could create a
new directory and let Debian's package update the templates to upstream
code.
