If we do it that way, we should add a debonf-note window to the postinst
script, to give tha admin a propper warning.
Putting all templates in /etc/ has the advantage, that dpkg will ask the
admin who installs an update, wether he wishes to replace them or not.

Personally, I favor the variant to override the lintian-warning by a
dspam-webfrontend.lintian file. 

I think the job of the policy is, to make things easier for users. 
In a case, where following the policy makes things more dangerous for
the user, an exception should be made. (I know, that's a very
controversial point of view...)
