The current apache2 sample config doesn't work.  There is a workaround
detailed here:

Also the comment:

is only correct if you are using shadow passwords.  If you are using
e.g. ldap passwords, you don't have to make this security compromise..
For apache1, there is "libapache-mod-auth-shadow", but I don't know of
any equivalent in Debian for apache2...
