[Pkg-dspam-misc] override: dspam-webfrontend:mail/extra, libdspam-dev:libdevel/optional

Hi,

dspam-webfrontend does depend on packages of priority extra and must then
have the same priority (libgd-gd2-perl | libgd-gd2-noxpm-perl,
libgd-graph3d-perl).

libdspam7-dev contains development headers and should then be in the
libdevel section, not in the mail section.
