Jerry,
~    I sent a message recently[0] to Joerg Wendland and the current
project team asking about the issue of packaging and our repository.  We
haven't heard back from Joerg yet, but he has been very busy finishing
his thesis over December.
~    There were reasons for breaking out the Eclipse-related packaging
activities; let's all come to an understanding on how/why we got to this
point before we assume that reversing that work is the way to go.
