That would be great.  Creating the one misc patch was just an
expediency.

I'd say that's fine too, though I might be inclined to just use
whatever name is most appropriate, whether that's
handle-debian-foo.dpatch, or even a name without "debian" at all, and
then indicate whether a patch is debian specific internally, using
either some well-defined field, or perhaps a specific value in the
Status: field.
