Maybe... Do you think that it could give a problem with the EMBASSY
packages ?

That would be the most straightforward and I asked the maintainer of
libpcre3 to ship pcre_internal.h to facilitate my task (bug 387557).
Maybe you can support my request ? He said on debian-devel that he was
reluctant to do so because people are not supposed to use this file
directly.

If you know how to Debian packages from source, you can use the package
on mentors.debian.net:

http://mentors.debian.net/debian/pool/main/e/emboss/emboss_5.0.0-1.dsc

(but this package does not solve your problem)
