Yes.

That's where we're supposed to upload new stuff during the freeze. As I 
understand[1], you (or the uploader) just needs to specify experimental in the 
changelog entry.

A Debian Maintainer needs to be explicitly listed in the Maintainer or 
Uploaders field in d/control and the DM-Upload-Allowed field must be present. 
Membership in a Team is a rather informal thing AFAIK.
