[Evolution] Bug#341575: evolution: ordering of folders differs with user locales

The ordering of folders differs with locales.
In English, folders (IMAP or local) are sorted alphabetically, but with
uppercase first, while locale fr_BE for example is sorted
alphabetically, ignoring the case.

Guess this is an upstream issue.

It is reproducible also in current Sid (evo 2.2.3-5).
