[Evolution] Bug#378236: evolution-exchange: scans ALL public folders on startup -- everytime

At startup, all public folders will be scanned. This tree can become
quite large (I don't know how large ours is, I killed evolution after
it had filled 4GB of diskspace with subfolders...) this takes hours,
propably days before you can get a chance to use the account and
unsubscribe from anything (provided your disk an system memory
is huge enough).

This happens in a migrated account (from 2.4) or in a newly created
account in all Versions 2.6.* and above.

It is especially useless if you are on a laptop and just wanted to
quickly check your email over an expensive wireless link... thank
you very much.

There is obviously the need for a configuration variable to block
descending into any folder hierarchy on startup, to not check any
folders, to unsubscribe from anything except the absolute top
level directory during account setup, or what ever.

In meantime, I urgently need a way to re-downgrade back to 2.4, please.
