[Evolution] pre-commit hook addition

        Hi folks,

 I added a pre-commit hook to reject commits with obvious mistakes; at
 the moment it will reject commits to the debian/changelog where the
 last version ends in ubuntu[0-9]* since I keep doing this mistake when
 using dch from Ubuntu.
