You're probably right, it was likely just a mis-synchronisation between
uploads.  evolution-exchange 2.28.1-1 is now in unstable and evolution
again works fine.

I'll leave the bug open for the maintainers to assess whether the
package dependencies are sufficiently strong (otherwise the problem
could be repeated when evolution 2.28 migrates to testing).
