[Evolution] Patches for Evolution 2.28.1 to fix 2 GNOME Bugs (of Anjal)

Dear List,

Here I've two Anjal bugs [1] to fix. And they need 2 safe patches to
Evolution. I've attached the patches for your review. Both of those
two patches are already in upstream gnome-2-28 branch and will be part
of next 2.28 release (2.28.2).

They add API functions to Evolution that will be used by Anjal, and
touches nothing else. I've tested them on our 2.28.1 package in
unstable and they work well.
