Hello Ben,

I tested your report on sid with GNOME 2.28 (parts of 2.30) and if I
disable the "cursor blinking" for gnome then in gnome-terminals and in
evolution compose windows (To:, body,...) the cursor stopped blinking.

Can you confirm it is fixed?
