I installed 2.30 from unstable and it seems to have fixed the problem 
with sending mail.  However, it also crashed a lot and eventually got to 
where it crashed during startup making it totally useless.  There is an 
upstream bug report for the crashes already.  I went back down to 2.28 
and it still has the problem with sending mail.  These problems make 
Evolution almost totally useless so we have mostly been using Icedove.
