[Evolution] Bug#758653: please enable libphonenumber support

libphonenumber is now available in Debian
https://packages.qa.debian.org/libp/libphonenumber.html

Evolution has a compile option for enabling libphonenumber support.

This means people can validate phone numbers as they enter them and more
easily use phone numbers between different locales

libphonenumber is the same library that Google developed for helping
store, validate, dial and format numbers on the Android OS

Please only enable this for linux builds for now, libphonenumber builds
are failing due to Java issues on kfreebsd, hurd and sparc
