[Evolution] Bug#873785: e-d-s: FTBFS on hurd-i386: i18n::phonenumbers::* symbols missing

Builds of evolution-data-server for hurd-i386 (admittedly not a
release architecture) have been failing lately, presumably because
e-d-s necessarily builds without libphonenumber there.

Please accommodate this possibility, and consider also doing without
libphonenumber on kfreebsd-* for now, since it's currently
uninstallable there.
