[Pkg-exppsy-maintainers] Better use of Alioth project

Hi folks,

recently I tried to figure out what the ExpPsy project consists of --
and had trouble to grasping it. IMHO it would help if we make a little
more use of the Alioth project software GForge. For some functionality I
doubt that we can benefit from using it (surveys, task manager) , but at
least two pieces are worth using: News and Documentation browser. They can
easily be used to raise awareness of exppsy activities (both in our group
and perception from outside).

I started by adding references to the available documentation. Although
one could upload documentation directly, I'd prefer to just add links.
This way we do not suffer from outdated and duplicate documents, but
simply provide a single point of entry to _all_ existing documentation
(which is a lot already). With this approach we also reduce the
workload, as a documentation browser item only has to be added once for
each document and can remain unchanged as long as there is no change in
the location.

Additionally the news system is a really nice way to announce changes,
additions and other noteworthy information. The advantage over mailing
list announcements is that news items are much longer visible and are
also available to people not (yet) subscribed to the mailing list.

We should also update the projects self-description. It is still from
the time when Yarik and I used the project only for the Debian packaging
of PyEPL -- and we are way past this ;-) Maybe we should emphasize that
although sitting somewhat inside Debian, especially the parts we do
upstream development for are by no means limited to Debian.

So if you add something to ExpPsy or one of your projects reaches
some milestone, please talk about it. Post a news item (any length, even
tiny bits) to the mailing list and I will post them. If you have some
docs not yet listed in the doc browser, please point to them (no matter
what format, topic or level of interest).

With more information on a single page we might even get a nice
answer to the 'What are your doing all day?' question ;-)
