[Pkg-exppsy-maintainers] is the fsl-package for ubuntu the most current version?

That means that all packages which are not available from the Ubuntu
archive are up-to-date. You should be able to also upgrade fsl itself,
since apparently you have the neuro.debian.net repository properly set
up. I don't know synaptics but I assume it should list multiple
available versions of a package somewhere.

PS: If that doesn't work, aptitude is able to do that.
