generally speaking, rpm distros would have some version available from
SuSe build service, see
http://dev.pymvpa.org/installation.html#rpm-based-gnu-linux-distributions
but RHEL has no builds, Michael might have more details about "why"

but imho it is better to stay with Debian (or *ntu) ;-)

but in general 

git clone git://git.debian.org/git/pkg-exppsy/pymvpa.git
cd pymvpa
make
export PYTHONPATH=$PWD

should be sufficient on most of the platforms
