I just packaged 0.9.46-1 and pushed it but didn't realize that I had not
served your bug report. So I quickly started a -2 release.
Looks like the newer upstream release still didn't pick the 3.x port of nl.

I get this when build depending on libnl-3-dev.

configure:16511: checking for LIBNL
configure:16518: $PKG_CONFIG --exists --print-errors "libnl-1 >= 1.1"
Package libnl-1 was not found in the pkg-config search path.
Perhaps you should add the directory containing `libnl-1.pc'
to the PKG_CONFIG_PATH environment variable
No package 'libnl-1' found
configure:16521: $? = 1
configure:16535: $PKG_CONFIG --exists --print-errors "libnl-1 >= 1.1"
Package libnl-1 was not found in the pkg-config search path.

to the PKG_CONFIG_PATH environment variable
No package 'libnl-1' found
configure:16538: $? = 1
configure:16552: result: no
No package 'libnl-1' found
configure:16568: error: Package requirements (libnl-1 >= 1.1) were not met:

No package 'libnl-1' found

Consider adjusting the PKG_CONFIG_PATH environment variable if you

Do you have a patch ready? Otherwise I'll reach out to upstream.

FCoE stack hasn't seen much traction in the Debian user base. I hardly
saw any user reports. Thus my time to it has been limited.
