So I setup a new virtual machine for testing thin did the following:
$ sudo apt-get install 389-console
<snip>
$ 389-console
/usr/bin/389-console: The java program is not in your path, or is not
executable.
$ sudo apt-get install default-jre
<snip>
$ 389-console
Then it ran fine.
