Yes thats generally right, but I don't use apt-proxy :(

Yes you are right, I found nothing about this in the
developers reference (section 5.8.5) but I talked to Norbert
Tretkowski and he told me that letting the bug open and tag
it with stable and testing would be a proper way. Oldstable
is not affected of this bug.
