In my case, the nameservers are configured via DHCP only after the PPP link
is established. Also, when I connect my notebook to a different network, I
want to reconfigure my connection settings without having to reboot.

At least once, for the initial connection (after reboot or after moving to
a different network), it does.

Yes. I've seen discussion about this here [1]. Apparently the concern is
the additional workload of checking for an updated resolv.conf all the
time.
