[pkg-fetchmail-maint] pending bugs #218040/281523 (merged): any takers?

Hi,

can someone of the Debian maintainers please look at #281523, then at
#218040 (I just merged these) and pay particular attention to:

Graham meant to fix this, but apparently didn't get around to it.

This has been open for too long, is a genuine nuisance, and looks
reasonably easy to fix for those acquainted with Debian start
scripts. (I'm not a Debian user myself.)
