Then one need not say
START_DAEMON=yes
to be able to say
/etc/init.d/fetchmail start.

If one does not want
/etc/init.d/fetchmail start
to work, then one should just not invoke
/etc/init.d/fetchmail start.

BTW, I did
# mv /etc/default/fetchmail /tmp
and after that I couldn't even do
/etc/init.d/fetchmail stop
I had to first
# touch /etc/default/fetchmail

Anyway, the challenge:
The user wishes to start and stop the daemon when he pleases.
The proper way to do so is via /etc/init.d/fetchmail start|stop.
But he also does not wish to have fetchmail started upon upgrade,
unless it is already running.

P.S., chmod 644 /etc/default/fetchmail, as no other file there is so
secretive.
