[pkg-fetchmail-maint] Bug#483905: fetchmail: suggest fetchmail-mode.el under site-lisp dir

It'd be nice if fetchmail-mode.el was installed under
/usr/share/emacs/site-lisp (and autoloads in /etc/emacs/site-start.d)
ready for use.

You perhaps know that doesn't create a dependency on emacs, it's just a
matter of chucking files in directories.  (And I can't see anything
particularly in need of byte-compiling, if you didn't want to bother
with that.)
