[pkg-fetchmail-maint] Bug#540533: tries to start fetchmail daemon even though START_DAEMON=no

I was expecting this bug to pop-up. The init script doesn't 
ignore the setting, just the check for the config file was 
accidently moved before this check, so there is no bug other 
than those unnecessary log lines. Downgrading, will be fixed 
in the next upload.
