[pkg-fetchmail-maint] Bug#696538: fetchmail: the "interval" option should be a user option, not a server option

The /interval/ option is currently a server option, which forces
retrieval of all user accounts at the same time.  This option should
really be user-specific.

Rationale:

  * Some users have higher frequency/volume than others.

  * Privacy-- if the same user has multiple accounts at the same site,
    same-time retrieval of all accounts needlessly associates the
    accounts together.
