[pkg-fgfs-crew] #746475, and other things we might want to fix

I'm now subscribed to pkg-fgfs-crew (is Saikrishna?).

#746475 (=upstream 1397) isn't a problem I've personally seen, but I 
haven't used 3.0 much and several people upstream have seen it, so I 
agree with that patch (but haven't tested it).

If you're going to do a new upload, I'd suggest you also:
-apply upstream's fix for mobile TACAN 
(https://gitorious.org/fg/flightgear/commit/a49307e3f052aa8905ce3fa081a84f2f7e892167)
-add missing libspeexdsp-dev build-dependency (it's currently using the 
internal copy because I forgot this)
-do you still want to add a flightgear-dbg package? (dropped for 3.0 
because we then didn't have time for the implied NEW queue delay)
