flightgear 1:2016.3.1+dfsg-1 is still missing the flightgear-data files.

The package is unusable unless one downloads these files from
flightgear.org and installs them locally, after which it works fine.

I track only the testing distribution and thought that these issues
would be resolved by the time the package made the transition from sid
to testing, so that testing would always contain usable packages.
