I just used
User=sysdba;Password=masterkey;Database=/home/ibdata/EYE.FDB;DataSource=localhost;Dialect=3;Charset=WIN1250
as connection string (I'm using firebird with .NET (mono) :-))
It works fine without specifing charset.
