IMHO, better provide libfirebird. This way other packages wonn't need to 
be recompiled. This is, of cource, if libfbclient.so has compatible API. 
  I have bare memories, suggesting that the API is indeed compatible, 
but I'm not sure. If php4-interbase works, we're safe (famous last words).
