diff makes no sense, yes. But replacing the password database on upgrade is
even worse.

Practically, the packaged security.fdb changes only when upstream changes it -
i.e. on new upstream releases, so merges are not what I meant by marking
security.fdb as a conffile.

However, I agree that merges are the way to go. hints/ideas/patches are warmly
welcome.
