Ah, a little more explanation is due...

This is on purpose. experimental upload is targeted for wider testing,
not completeness. Plus, I'd like to avoid calling for translations
several times, with changing templates. First I'll get the packages
behave, freeze the templates and then call for translations. I think
this is what i18n teams expect too.
