Hi, Robert,

This is precisely as designed. Upgrading with server running is bad. It
would make the old running server reference files from the new one with
unpredictable results.

The problem here is that the init script is unable to stop the server,
which is caused by local misconfiguration. I don't see what we can do
about it.

Please supply the correct SYSDBA password in
/usr/lib/firebird2/SYSDBA.password and retry the upgrade.

Note that the need of having SYSDBA password for server restart is not
present in firebird 2.0 and such problems will disappear. Unfortunately,
2.0 won't make it into Etch so this is not much of a relief.
