[pkg-firebird-general] /var/run is not created after restarted

The only thing left to do before an upload (to experimental initially)
is rewriting debian/copyright. I already started this, but since the
sources are so huge, and me being busy with other things, it will take time.

So Ubuntu has /var/run on tmpfs. I somehow didn't know this.
This explains the /var/run/firebird disappearance on reboot. The bug is
from last *Augist* and noone bothered to send a wishlist bugreport to
Debian BTS... :(
The fix is trivial and I've included it in both 2.0 (-7 is due around
next Thursday containing mainly translation updates) and 2.1 (git).
OTOH, the -classic server has no initscript so it is going to need a
wrapper around fb_inet_server, fb_lock_manager and possibly other
-classic binaries. Doh!
Is mountiing /var/run on tmpfs the standard Ubuntu behaviour?
