Thanks Adam for the pointer.

I am cloning a bugreport to debhelper, where the actual error is 
triggered.

With this change is bash/posh[1], I guess anyone not using dash as 
/bin/sh and runs debconf-using maintainer scripts under "set -u" will 
suffer.

    [1] at least the bash change is not yet in sid, only in 
    experimental; not sure about posh

There is a bug reported against bash related to this:
