[pkg-firebird-general] Please allow building of firebird2.1 on s390

Currently firebird2.1 is flagged as 'Not-for-us'[0]. Since #548299[1] 
was closed[2], firebird2.1 shall build just fine on s390. Please drop 
the flag and queue a build of firebird2.1.
