This was the case with the early firebird packages (firebird2-* and
perhaps firebird1.5-*). There were firebirdX-utils-super and
firebirdX-utils-classic.
The only gain I see (please correct me if you have another use case)
is that a separate client package would allow installing only the
client utilities when the server is not needed. This only gives saving
on disk space. With the current packages the server component is not
enabled by default. The savings are not particularly huge – half
a megabyte for -classic; four megabytes for -super.
Maintaining dependencies/povides/conflicts, on the other hand, has
proven to be a burden. While I can live with that, I'd like to be sure
that it is really necessary :)
