libfbembed2.5 is only in Suggests...
So you happily can install a firebird-dev without even having a valid
.so symlink for libfbembed thus breaking the build - you explcitly need
Build-Depends: [...] firebird-dev, [...] libfbembed2.5, [...]
which IMHO is bad.
What is the reason that firebird-dev doesn't simply dpeend on it? It's small
and it's a -dev package so people expect the stuff to work by just installing
the -dev package. Not a extra package.
